When delegates arrive in Antalya, Türkiye, for COP31 this November, they will not be starting from a blank page. They inherit a climate system already reshaped in Belém, Brazil. What has changed is not the structure of climate governance itself, but the expectations now placed upon it, as COPs are increasingly treated as delivery mechanisms rather than negotiation forums. The same architecture of nationally defined commitments and consensus-based decision-making remains in place, only now under pressure to produce outcomes it was never fully built to guarantee.

COP30 was framed as the “COP of Implementation.” After decades of negotiations built around targets, timelines, and procedural breakthroughs, Brazil pushed a simple idea that the problem was no longer agreement but follow-through. The world was not short of climate promises. It needed proof that existing ones meant anything.

That framing landed because it matched that growing sense of fatigue around climate diplomacy. In Belém, COP30 produced a dense catalogue of implementation-focused initiatives — from new forest finance arrangements such as the Tropical Forests Forever Facility, to expanded adaptation commitments and sectoral action plans spanning energy, agriculture, cities, and health. On paper, it looked like momentum had changed. The language was more operational, the agenda more distributed, the system more visibly active.

But strip away the language, little of the underlying machinery has changed. The same institutional bottlenecks remained in place, and the same gaps between agreement and execution persisted. The most obvious change was not capacity, but framing — a rebranding of the problem into something that sounded solvable within existing structures.

A year later, COP31 has to answer a much less comfortable question: what of that actually changed anything?

The honest answer sits somewhere between progress and repetition. Belém succeeded in shifting attention toward implementation, but it did not remove the conditions that make implementation difficult in the first place. The system learned to talk differently about delivery. It did not necessarily become better at delivering.

Both COP31 co-presidencies — Türkiye and Australia — have largely adopted the same framing where the focus has moved toward turning existing commitments into reality. In other words, the question has shifted from what is promised to what is actually happening.

This switch reflects something uncomfortable inside the climate regime. Trust is thinning. Countries continue to announce targets, but global emissions remain high, adaptation costs keep rising, and climate shocks are arriving faster than planning cycles can absorb them. So implementation becomes the new language of credibility, because it is what remains when ambition stops being believed on its own terms.

But there is a catch. The system finds it easier to describe implementation than to produce it. What is called delivery still depends on national plans that vary sharply in capacity, institutions that operate at uneven speeds, and coordination that relies on voluntary alignment rather than binding obligation. Everything is operational in theory, less so in practice.

Gap One: Money Is Still the Real Negotiation

Almost every climate ambition eventually collapses into the same question, who pays for it?

COP30 tried to answer this with a long-term financial ambition — scaling climate finance toward the trillions over the coming decade, and placing adaptation funding more centrally in the system. But the underlying structure of climate finance did not move in kind.

Throughout 2026, that gap has remained visible. In technical negotiations and informal discussions alike, developing countries have continued to push the same argument that the problem is not only how much finance exists globally, but how little of it actually arrives in usable form.

From the perspective of countries in the Global South, climate finance often arrives late, partially, or tied to conditions that slow its use. Debt burdens limit fiscal space. Approval processes delay disbursement. Risk assessments price in instability rather than enabling investment in it.

Meanwhile, in theory, the tools for decarbonisation already exist. Solar, wind, grid expansion, transport electrification, and resilience infrastructure are no longer experimental. The constraint is not imagination, but access to the systems that make it real.

So the contradiction deepens. The world has more climate capital than ever in circulation, but not where it is most needed, or in forms that can be deployed quickly enough to matter. COP31 will not resolve this. But it will expose whether the gap is narrowing at all.

Gap Two: Fossil Fuels Were Never Settled

Belém was treated as a turning point in climate language, but it left one of the central tensions untouched. Despite the emphasis on implementation, COP30 did not produce a clear political pathway away from fossil fuels. That absence now sits underneath COP31 like an unresolved argument that no one has actually left the room from.

Instead of confronting it directly, the conversation is slowly drifting sideways. Electrification has become the preferred framing. Governments are increasingly talking about expanding electricity’s share of final energy use, scaling grids, and accelerating electrified transport and industry.

It is a more comfortable story. Electrification sounds like construction rather than loss. It suggests growth, innovation, competitiveness. It can be sold as industrial policy rather than environmental correction. But it does not erase the original problem. Electricity can only carry the transition if its own supply changes fast enough. Otherwise, electrification becomes a parallel layer sitting on top of an unchanged energy base.

Gap Three: Adaptation Has Entered the Room Late

If mitigation defined the early decades of climate diplomacy, adaptation is now defining the consequences of delay. Floods, heatwaves, droughts, and storms are no longer future risks. They are present conditions shaping infrastructure, agriculture, public health, and economic stability in real time.

In Belém, adaptation was placed more centrally than in previous COPs, with expanded attention to funding and institutional approaches to resilience and preparedness. But adaptation still behaves differently from mitigation in one crucial way; it is harder to turn into profit. A solar farm has a return model. A seawall, a drainage system, or a heat resilience programme often does not — at least not in ways that private capital can easily price. So adaptation remains stuck in a familiar position where it's recognised as essential, treated as urgent, but structurally underfunded compared to mitigation-linked investment.

COP31 will be judged on whether adaptation stays a declaration of importance or becomes something closer to a funded system of survival.

If COP30 marked the moment the system declared implementation as its new centre of gravity, COP31 will test something more uncomfortable. Whether or not implementation can survive contact with the systems it is meant to transform.

Gap Four: Inclusion Has Not Equalised Power

COP30 expanded participation in visible ways. Indigenous groups, youth movements, civil society organisations, and vulnerable states had a stronger presence in the process than in earlier COP cycles. But presence does not equal power.

Even as participation widens, decision-making remains anchored in state negotiations shaped by long-standing hierarchies of influence. Formal outcomes are still defined through consensus between national delegations, not distributed across all actors in the room.

This creates a tension that is becoming harder to ignore. The climate crisis is increasingly experienced at local and community level, but governed at state level — with limited translation between the two. So inclusion expands without fundamentally redistributing authority. And as climate impacts intensify, that gap between who experiences the system and who defines it is becoming harder to justify in purely procedural terms.

What COP31 Will Actually Be Measured On

The most important signals from Antalya may not appear in the final negotiated text. They are more likely to emerge in whether the apparatus built around COP — finance pipelines, electrification programmes, adaptation funds, implementation partnerships — begins to move differently in practice.

Three questions matter most here. Whether climate finance becomes faster and more usable, not just larger. Whether electrification becomes an industrial shift with real energy-system consequences, not just a policy narrative. And whether adaptation moves from emergency framing into something structurally financed rather than episodically funded.

Because climate policy is no longer separate from economic strategy. What happens in COP rooms now shapes investment decisions, infrastructure planning, and industrial competition far beyond climate diplomacy itself.

If COP30 marked the moment the system declared implementation as its new centre of gravity, COP31 will test something more uncomfortable. Whether or not implementation can survive contact with the systems it is meant to transform.

What has not kept pace is what these frameworks are able to produce once they enter existing channels of finance, governance, and delivery. That is the continuity from Belém to Antalya, and that is the gap it still has to close.
